James Francis Smith was born in San Francisco on January 28, 1859. He graduated from Santa Clara College in 1878, attended Hastings Law School (San Francisco, California), and was admitted to the California Bar in 1881. He served in the US Army from 1898 to 1901.

He rose to the rank of Brigadier General on April 24, 1899.

General Smith's military career ended with his appointment as an associate justice to the Supreme Court of the Philippine Islands on June 17, 1901. He served the court until 1906. During this time, he was a member of the Philippine Commission and Secretary of Public Instruction (1903-1906).

On September 20, 1906, James Smith was appointed Governor-General of the Philippines. He held this position until his resignation on November 11, 1909. In 1910, he returned to the United States and was named associate judge of the U.S. Court of Customs Appeals, a position he held until his death on June 29, 1928.
